The substation is located in a remote agricultural area at the southwest corner of Copus Road and Schallock Road in Kern County. To connect the proposed solar project to PG&E's electric system and provide new renewable energy to the grid, PG&E will expand Lakeview Substation by approximately 0.9 acre to the west of the existing substation. PG&E also plans to construct a new approximately 150-foot 70 kilovolt (kV) power line (approximately 23 feet outside of the expanded substation) supported by a new approximately 80-95-foot-tall tubular steel pole to accommodate the customer's generation-tie line interconnection. Other power line work to support the interconnection includes rerouting approximately 250 feet of the existing Copus-Old River 70 kV Power Line along the north and south sides of Copus Road and installing two new approximately 80- to 95-foot-tall tubular steel poles on each side of the road to support the reconfiguration. The rerouted line will cross Copus Road at a new location and connect to a new bay inside Lakeview Substation. In addition, PG&E will remove approximately 4 to 5 existing poles along this 70 kV power line and 1 to 2 poles along the Wheeler Ridge-Lakeview 70 kV Power Line at the substation. Construction is tentatively scheduled to begin in January 2025, or as soon as project plans and approvals are in place. Construction is scheduled to be completed in June 2026, or as soon as possible after construction begins. Exemption from CPUC Permit Requirement: CPUC General Order 131-D, Section III, Subsection B.1, exempts a utility from the CPUC's requirement to file an application requesting authority to construct if a project meets specific conditions. This project qualifies for the following exemption: f: "power lines or substations to be relocated or constructed which have undergone environmental review pursuant to CEQA as part of a larger project, and for which the final CEQA document (Environmental Impact Report (EIR) or Negative Declaration) finds no significant unavoidable environmental impacts caused by the proposed line or substation." The County of Kern adopted an EIR for the Jasmine Solar Project in March 2024 (State Clearinghouse No. 2022060193). The County found that there were no significant unavoidable environmental impacts resulting from PG&E's proposed facilities.
