NOTICE OF PROPOSED CONSTRUCTION Para más detalles llame 1-800-660-6789 PROJECT NAME: Pelicans Jaw Hybrid Solar Interconnection and Switching Station Project - (Kern and Kings Counties, T.0008735.01) ADVICE LETTER NUMBER: 7236-E Proposed Project: To connect the proposed Pelicans Jaw Hybrid Solar Project to PG&E's electric system and provide new renewable energy to the grid, Pelicans Jaw Solar, LLC is proposing to construct a new approximately 8-acre switching station in Kern County (larger-project CEQA) and transfer ownership to Pacific Gas and Electric Company (PG&E). The switching station would be located adjacent to the proposed solar facility, approximately two miles north of the intersection of Interstate 5 and Twisselman Road in Kern County. PG&E will relocate and loop approximately 1,800 feet of PG&E's existing Gates Midway 230 kV Transmission Line into and out of the switching station on approximately five new tubular steel poles to the east of the existing tower line adjacent to the switching station. The new poles will be approximately 100 to 125 feet tall (approximately 7 to 32 feet shorter than the towers supporting the existing line). To provide adequate protection to the electric system, PG&E will also install a new telecommunications optical ground wire (fiber) on two existing double-circuit 230 kV transmission lines between the new switching station and PG&E's Arco Substation, approximately 9.5 miles west of the solar project. To add the fiber to the double-circuit line supporting the Gates Arco and Arco-Midway 230 kV transmission lines, PG&E will add new peak extensions to approximately thirty existing lattice steel towers to raise the tower heights by approximately 9 to 16 feet (additional accessories on supporting structures already built) to meet California Public Utilities Commission (CPUC) General Order (GO) 95 minimum ground-to-conductor clearance requirements. Minor reinforcements will be made on approximately seven of these towers to support the new peak extensions, as well as on approximately fourteen existing lattice steel towers along the double-circuit line supporting the Gates Midway 230 kV and Arco-Midway 230 kV transmission lines to accommodate the fiber on existing peaks. Helicopters will be used to facilitate construction activities. Construction is tentatively scheduled to begin in September 2024; or as soon as project plans and approvals are in place. Construction is scheduled to be completed in March 2026, or as soon as possible after construction begins. Exemption from CPUC Permit Requirement: CPUC General Order 131-0, Section III.A (transmission line) relocations) and .8.1 (switching station) exempts a utility from the CPUC's requirement to file an application requesting authority to construct if a project meets specific conditions. Pacific Gas and Electric Company believe this project qualifies for the following exemption(s): LA: "the minor relocation of existing power line facities" 8.1.f "power lines or substations to be relocated or constructed which have undergone environmental review pursuant to CEQA as part of a larger project, and for which the final CEQA document (Environmental Impact Report (EIR) or Negative Declaration) finds no significant unavoidable environmental impacts caused by the proposed line or substation." The County of Kern adopted an EIR for the Pelicans Jaw Hybrid Solar Project in December 2023 (State Clearinghouse No. 2022110558). The County found that there were no significant unavoidable environmental impacts resulting from PG&E's proposed switching station and transmission line facilities. The transmission line relocation would also qualify as a minor relocation under Section III.A.
