The California Department of Transportation (Caltrans) proposes to convert a 3.6-mile section of State Route 46 from a two-lane highway to a four-lane expressway in San Luis Obispo and Kern counties. The project spans from post mile 57.3, located 1 mile west of Antelope Road, to post mile 0.4, located 0.4 mile east of the county line between San Luis Obispo and Kem counties, in California. WHY THIS PUBLIC NOTICE? Proposed construction includes design modifications to the previously preferred alternative identified and studied in the 2005 Mitigated Negative Declaration with Finding of No Significant Impact. These design modifications consist of changes to the highway alignment needed to avoid a known cultural site, avoid extremely high utility relocation costs, and reduce the existing grade of the roadway. The project is located in a non-attainment area for the Federal 8-hour ozone standard in the eastem half of San Luis Obispo County due to transient emissions originating from urban and industrial sources north and east of the project limits. Caltrans has completed additional environmental analysis to study the effects this project may have on the environment. Our studies show the project will not significantly affect the quality of the environment, as documented in a Subsequent Initial Study with Proposed Mitigated Negative Declaration Environmental Assessment, prepared by Caltrans. This notice is to inform you that the Subsequent Initial Study with Proposed Mitigated Negative Declaration/Environmental Assessment is now available for you to read and comment on. A virtual public meeting will be held to give you an opportunity to learn more about the project. WHAT'S AVAILABLE? The Subsequent Initial Study with Proposed Mitigated Negative Declaration/Environmental Assessment is available for review and copying at the Caltrans District 5 Office at 50 Higuera Street, San Luis Obispo, California 93401, Monday through Friday, from 8:00 a.m. to 5:00p.m., the Shandon Library, 195 N 2nd St, Shandon, CA 93461, and the Paso Library, 1000 Spring St, Paso Robles, CA 93446.
