Coltrans PUBLIC COMMENT PERIOD Comments will be accepted from November 22 to December 22, 2023. If there are no major comments or requests for a hearing, Caltrans will proceed with the project's design. WHAT IS BEING PLANNED? The California Department of Transportation (Caltrans) proposes to construct a roundabout at the intersection of State Route 43 and 7th Standard Road near Shafter in Kem County Creek Rd to Missouri Triangle Shaffer Limit of work 7th Standard Rd BEGIN CONSTRUCTION PM 12.07 END CONSTRUCTION PM 12.36 Enos Ln Broken Ct Limit of work to Colders Corner KERN COUNTY fo Crome WHAT'S AVAILABLE? The Initial Study with Proposed Negative Declaration is available for review at the following locations: *Caitrans District 6 Office, 1352 West Olive Avenue, Fresno, California 93728, Monday through Friday, from 8:00 am to 4:00p.m. WHY THIS PUBLIC NOTICE? Caltrans has studied the effects this project may have on the environment, and our studies show that it will not significantly affect the quality of the environment. This notice is to inform the public the Initial Study with Proposed Negative Declaration has been prepared and is available for review and comment Project-level conformity analysis shows the project conforms to the State Implementation Plan, with interagency consultation for particulate matter (PM10 and PM2.5) required by 40 CFR 93.116 and 93.123. This project is not considered a Project of Concem regarding particulate matter (PM10 and PM2.5) as defined in 40 CFR 93.123(b)(1). A detailed PM10 and PM2.5 hot-spot analysis was not completed because Clean Air Act and 40 (CFR) 93.116 requirements are met without a hot-spot analysis. The project comes from a conforming Regional Transportation Plan and Transportation Improvement Program. Comment is requested regarding the project-level conformity analysis. This notice also offers you an opportunity to request a public hearing.
