On March 14, 2024, PG&E filed its Comprehensive Gas Advanced Metering Infrastructure Replacement Program application with the CPUC. The application requests $497 million (0.1% increase for residential customers) to replace gas modules, which are necessary to provide accurate billing and usage data for customers. WHY IS PG&E REQUESTING THIS RATE INCREASE? Modules are separately attached to gas meters to communicate usage data and are essential technology for basic gas operations. Many gas modules in PG&E's service territory are approaching the end of their expected useful life, and PG&E's proposal includes costs for replacement. PG&E's proposal is proactive and is more cost-effective for customers than waiting until each module fails. PG&E is proposing to recover electric and gas costs beginning as soon as a final decision is issued by the CPUC, which could be as early as March 2025. Starting in 2027, further costs will be included in the General Rate Case process. HOW COULD THIS AFFECT MY MONTHLY ELECTRIC RATES? Even though the majority of costs are directly related to gas operations, there is still an impact to electric rates for certain costs common across gas and electric operations. Many customers receive bundled electric service from PG&E, meaning they receive electric generation, transmission and distribution services. In 2026, which is the year of the highest impact, the bill for a typical residential customer using 500 kWh per month would increase from $222.92 to $223.21, or 0.1% compared to current bills. Actual impacts will vary depending on usage and are subject to CPUC regulatory approval. HOW COULD THIS AFFECT MY MONTHLY GAS RATES? Bundled gas customers receive transmission, distribution and procurement services from PG&E. In 2026, which is the year of the highest impact, the bill for a typical residential customer averaging 33 therms per month would increase from $73.49 to $73.96, or 0.6%. Actual impacts will vary depending on usage and are subject to CPUC regulatory approval. HOW DOES THE REST OF THIS PROCESS WORK? This application will be assigned to a CPUC Administrative Law Judge who will consider proposals and evidence presented during the formal hearing process. The Administrative Law Judge will issue a proposed decision that may adopt PG&E's application, modify it or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting. Parties to the proceeding may review PG&E's application, including the Public Advocates Office. The Public Advocates Office is an independent consumer advocate within the CPUC that represents customers to obtain the lowest possible rate for service consistent with reliable and safe service levels.
