ABOUT THE PROJECT Construction Package 4 (CP 4) is the third design-build construction contract, executed on the First Construction Segment of the High-Speed Rail program. CP 4 is located within the counties of Tulare and Kerm, and the City of Wasco and extends approximately 22-miles between one-mile north of the Tulare-Kem County line and Poplar Avenue. With more than 119-miles of active construction in the Central Valley underway, initial passenger service is planned for High-Speed Rail between the Silicon Valley and Central Valley.
