Public Notice for Potential Impacts to Floodplains Date: December 4, 2023 AFTW Storage, LLC intends to seek financial assistance from USDA, Rural Business Service for the construction of a solar battery storage system. The proposed project consists of a system designed to store renewable electrical energy on approximately 13,400 square feet, which will include the stand- alone battery energy storage system and associated equipment, including a transformer pad. The project will be located at (35.095226, -119.065075) in Bakersfield, Kern County, California, on approximately 1.1 acre of a larger 115-acre parcel identified as 296-120-29 by Kern County online GIS Database. If implemented, the proposed project will convert 1.1 acres of the 100-year Floodplain Zone A, as seen on Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) Number 06029C3125E (effective 9/26/2008). In accordance with Executive Order 11988, Floodplain Man- agement and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts. The environmental documentation regarding this proposal is available for review at the California Rural Development State Office located at 430 G Street, Agency 4169 in Davis, California 95616.
