The Kern County Aging and Adult Services Department provides free help for Medicare beneficiaries through its local Health Insurance Counseling and Advocacy Program (HICAP) office. HICAP counselors can screen Medicare beneficiaries to determine their eligibility for benefit programs under the Medicare Improvement for Patients and Providers Act (MIPPA) MIPPA helps fund outreach activities to Medicare beneficiaries who have limited income and assets to help reduce their out-of-pocket costs associated with Medicare. Assistance with Medicare Part B premiums, Part D premiums and prescriptions drug costs is available, if you have limited income and resources.
